As a baby develops in the womb, the blood does not need to go to the lungs to pick up oxygen, so there does not need to be pressure differences between the body side and the lung side of the heart. To help with this there is a hole in the heart, normally as a baby is being born this closes, in some babies this does not happen and they need surgery to close this hole in the heart.
