To get the maximal benefits of exercise you would want to exercise relative to your fitness levels. So a well trained individual still has to work hard to maintain improve fitness, just an untrained/overweight individual has to train close to their maximal levels to improve fitness and weight loss.

It’s working hard relative to your personal fitness levels

It is possible that if you are heavier you will have to use more energy to move. Also until you get fitter you will be mechanically less adapted so will use more energy. So for both reasons you will use more energy / calories
Gaining muscle is different, bigger people will tend to have more muscle as they will need this to stand and walk etc, but they will have much more fat
